PPE on the Jobsite: The Last Line of Defense, Head to Toe

Ask a crew what PPE is and most will point at their hard hat. That’s the equipment, not the concept. PPE is what stands between you and a hazard after every other control has been applied — and if it’s the only thing standing there, something upstream didn’t get handled.

As one safety training video puts it plainly:

Remember: “PPE, both basic and specialized, is always considered to be the last line of defense between a hazard and the worker. All other attempts at controlling the hazard should be addressed first.”

That single sentence is worth more on an OSHA 10 exam than any list of gear. Let’s walk it head to toe.

It starts with the hazard assessment

PPE selection doesn’t begin in the gang box. It begins with a hazard assessment. Your supervisor identifies what’s on the site, applies controls to eliminate or reduce the risk, and only then evaluates what PPE is still needed for what’s left over.

OSHA writes this into the standard. 29 CFR 1926.95(a) requires PPE wherever hazards “capable of causing injury or impairment” exist, and 1926.20(b)(2) requires employers to inspect jobsites and provide competent-person oversight of the safety program. The hierarchy of controls is the framework behind it:

Head protection

Every hard hat is built from the same parts: a shell (or crown) that resists impact and penetration, and a suspension with a headband that absorbs, distributes, and deflects the force while keeping the hat on your head. Both matter. A suspension that isn’t attached correctly turns a rated hard hat into a plastic bowl.

Head protection is covered by 29 CFR 1926.100, which requires protective helmets wherever there’s a danger of head injury from impact, falling or flying objects, or electrical shock and burns.

Know the two impact types:

  • Type I — protects against impacts to the top of the head. This is the traditional construction hard hat.
  • Type II — protects against top and lateral (side) impact. Increasingly required on sites with slip/trip/fall or moving-equipment exposure.

Plus the electrical classes: Class G (general, 2,200 V), Class E (electrical, 20,000 V), and Class C (conductive — no electrical protection at all).

Tip: Check the shell and suspension for cracks, gouges, chalking, or a stretched headband before every use. Any hard hat that takes a severe impact comes out of service permanently — it did its job once and won’t do it twice. Chin straps may be required on your site; ask.

Eye and face protection

You get one set of eyes. On a jobsite there are dozens of ways to lose them — grinding sparks, nail-gun ricochet, concrete dust, rebar tie ends at eye height, chemical splash, welding flash.

29 CFR 1926.102 requires eye and face protection when machines or operations present a hazard from flying particles, liquids, chemicals, acids, caustics, gases, vapors, or light radiation. In the US, the referenced consensus standard is ANSI/ISEA Z87.1 — look for the Z87 marking stamped on the frame or lens. (The Canadian equivalent you may hear in training videos is CSA Z94.3; on a US jobsite, Z87 is the mark that matters.)

The rules that trip people up:

  • Regular prescription glasses are not PPE. Wear rated safety glasses over them, or get prescription lens inserts / Z87-rated prescription eyewear.
  • Side protection is mandatory, not optional.
  • Dark lenses belong outdoors. Tinted lenses indoors or in low light create their own hazard.
  • A face shield is never eye protection by itself. It’s secondary — shields cover forehead, cheeks, nose, mouth, chin, and sometimes the throat from flying particles and splashes, but safety glasses or goggles go on underneath.

Fit matters as much as rating. Eyewear should sit close to the eyes without your eyelashes brushing the lens, and snug enough that you can’t easily slide a finger between the frame and your face. Clean the lenses, replace anything scratched, cracked, pitted, or hazed, and never modify the frames.

Did you know? Eye injuries account for thousands of lost-work-time cases in construction every year, and the overwhelming majority involve workers who either weren’t wearing eye protection or were wearing the wrong type for the task.

Hearing protection

Hearing loss from noise is permanent — there is no repair, no surgery, no coming back. And it’s cumulative, blending occupational exposure with everything you do off the clock.

29 CFR 1926.52 sets construction’s permissible noise exposure: 90 dBA averaged over 8 hours, with shorter allowable durations as levels climb. 29 CFR 1926.101 requires hearing protectors when those levels are exceeded and feasible engineering or administrative controls haven’t brought exposure down. Most safety programs use 85 dBA as the action level — the point at which you start protecting.

The field test from the video is the one to memorize: if you have to yell to be heard, or you can’t understand someone talking near you, you’re over 85 dB.

Two things people get wrong. First, music earbuds are not hearing protection — audio devices don’t count, and they often make exposure worse. Second, the seal is everything: a plug that isn’t seated or a muff cushion that’s cracked loses most or all of its rated protection.

Wearing protection also changes your situational awareness. Speech gets muffled, alarms and backup beepers get harder to place. Use hand signals, keep your head on a swivel, and inspect and discard dirty or damaged devices before each shift.

Hand protection

Gloves are covered under 29 CFR 1926.95 general PPE requirements, and hand protection is task-specific — the right glove for a chemical pour is the wrong glove for a chop saw.

  • Leather work gloves — abrasion and temperature extremes
  • Cut-resistant gloves — cutting hazards; note they are cut-resistant, not puncture-resistant
  • Natural rubber, neoprene, nitrile — chemical protection; check the Safety Data Sheet for the right material and breakthrough time
  • Voltage-rated (rubber insulating) gloves — high-voltage electrical work; air-tested for integrity before each use and periodically retested. Electrical PPE requirements live in 29 CFR 1926 Subpart K, and the same shock hazards drive the electrocution leg of the Focus Four
  • Specialty gloves — pinch-protection, impact-back, and others for specific tasks

Inspect gloves for cuts and holes and pull them from service when you find them. Remove rings and bracelets before glove work — jewelry under a glove is a degloving injury waiting for a snag point. And gloves come in real sizes for both men and women; a glove that doesn’t fit is a glove that catches.

Tip: Most harmful chemical exposure on a jobsite happens through hand contact during pouring and handling — not through inhalation. Read the SDS before you open the container, not after.

Foot protection

29 CFR 1926.96 requires safety-toe footwear where there’s a danger of foot injury from falling or rolling objects or from objects piercing the sole. The US consensus standard is ASTM F2413 (which replaced the old ANSI Z41), and the rating is printed inside the boot.

What to look for and check:

  1. Protective toe — impact and compression rated
  2. Puncture-resistant sole — for nails, rebar, and screws on deck
  3. Tread — like tires, worn tread means no grip. Slips, trips, and falls are the quiet leading cause of jobsite lost time
  4. Ankle support and height — varies by site and task
  5. Fit — lace them to the top and snug; loose boots trip you. Safety boots will not stretch to fit the way street shoes do

Pull footwear out of service when you find cracked soles, worn tread, split leather, or an exposed toe cap. Anything that reduces the protective quality means replacement, not repair.

Body, limb, and specialty PPE

Depending on the hazard assessment, you may also need:

  • High-visibility apparel — required around traffic and mobile equipment (29 CFR 1926.201 for flaggers, plus ANSI/ISEA 107 classes)
  • Fall protection — harnesses, lanyards, anchor points under 29 CFR 1926 Subpart M, generally triggered at 6 feet in construction. This one requires training, not just issuance
  • Respiratory protection29 CFR 1926.103 and 1910.134, requiring a written program, medical evaluation, and fit testing before you wear a tight-fitting respirator
  • Flame-resistant clothing — and critically, what’s worn underneath it must be FR or natural fiber. Synthetic base layers melt to skin under heat
  • Cut-resistant leggings and torso protection — required for chainsaw and open cutting work
  • Knee protection — for sustained kneeling work

Fall protection and respirators are the two that most often require formal training before use. If nobody has fit-tested you, you aren’t protected by that respirator — you’re just wearing it. And on scaffolds, PPE requirements stack on top of the guardrail and platform rules rather than replacing them.

The habits that make PPE work

The video closes with the point that matters most, and it’s the same point every seasoned foreman makes:

Remember: “The hasty decision to just do this one little two-minute job without the correct PPE may cause you to lose an eye, break a limb, severely cut yourself, or worse yet, cause your accidental death.”

Five habits worth carrying:

  1. Fit it properly. Poorly fitting protection creates its own hazards.
  2. Wear close-fitting clothing. No dangling neckwear, bracelets, rings, or watches around tools and machinery. Long hair and facial hair get tied back and confined — and facial hair also breaks a respirator’s face seal.
  3. Inspect before every use. Every category above has a pre-use check. Do them.
  4. Expect discomfort at first. The more you wear it, the more normal it feels. Give yourself time to adapt rather than deciding on day one that it can’t be worn.
  5. Ask when you’re unsure. “Always ask your supervisor if you are unsure of the PPE requirements” is not a throwaway line — it’s how you avoid guessing wrong on a hazard you haven’t seen before.

Frequently Asked Questions

Does OSHA require employers to pay for PPE?

Yes. Under 29 CFR 1926.95(d), employers must pay for most required PPE, including hard hats, eye protection, hearing protection, gloves, and face shields. The main exceptions are non-specialty safety-toe boots and non-specialty prescription safety eyewear that the worker is allowed to take off the jobsite, plus everyday clothing and weather gear.

Can I wear my regular prescription glasses instead of safety glasses?

No. Regular prescription glasses are not impact-rated. OSHA requires either safety glasses worn over them or prescription safety eyewear that incorporates the prescription into an ANSI-rated frame and lens with side protection.

At what noise level do I have to wear hearing protection?

In construction, 29 CFR 1926.52 sets the permissible exposure limit at 90 dBA over an 8-hour day, and 1926.101 requires hearing protection whenever noise exceeds those levels. Is PPE the first thing I should reach for to control a hazard?

No — it's the last. The hierarchy of controls puts elimination, substitution, engineering controls, and administrative controls ahead of PPE. PPE is what's left protecting you after those controls have done everything they can.

Do hard hats expire or need to be replaced?

Any hard hat that takes a severe impact must be removed from service and destroyed, even if it looks fine — the shell and suspension absorb energy by deforming. Beyond that, inspect the shell and suspension before every use and follow the manufacturer's service-life guidance for the shell and the suspension separately.
