Falls are the number one killer in construction, and a surprising share of them start on something as ordinary as a ladder. A stepladder used as a sawhorse, an extension ladder pitched too steep, a guy on the top cap reaching for one more screw. None of it looks dangerous until it is. This post walks through the ladder safety fundamentals from Werner’s Climbing Pro training series — selection, inspection, handling, and setup — and maps them to the OSHA rules in 29 CFR 1926 Subpart X (Stairways and Ladders) that your trainer will test you on.
Step one: pick the right ladder
Before you climb anything, look at the job and ask three questions: What am I trying to do? How high do I need to be? How much weight is going up? The answers point you to four selection factors.

Duty ratings
ANSI A14 recognizes five duty ratings, and the number is stamped on every side rail alongside the model number, highest standing level, and safety instructions:

Did you know? Color isn’t a rating. Many professional ladders are yellow or orange, but only the ID label tells you what the ladder is built to carry. Read it, and remember the rating has to cover the heaviest person on the crew who’ll use that ladder.
Fiberglass vs. aluminum
This one is a hard rule, not a preference. OSHA’s 29 CFR 1926.1053(b)(12) requires ladders with nonconductive side rails wherever the ladder or the person on it could contact exposed energized electrical equipment. Aluminum ladders never belong near power lines, service drops, or live panels. Fiberglass is also the better choice in corrosive environments, and extension ladders with fiberglass rungs are available for exactly that reason.
Step two: inspect it every time
OSHA requires periodic ladder inspections and an inspection after any event that could affect safe use, like a drop off a truck. A defective ladder has to be tagged “Do Not Use” or marked in a similar way and taken out of service until repaired. Werner’s rule of thumb is shorter: when in doubt, tag it and throw it out.
Work from the bottom up.
Stepladder inspection checklist
- Feet — foot pads attached, not worn, torn, or missing.
- Rails — fiberglass not split or excessively worn; aluminum not bowed or dented. Check front and back sections.
- Steps — not bent or damaged, connections tight, surfaces clean of mud, grease, or paint.
- Spreaders — ladder opens and closes smoothly and the spreaders lock securely.
- Labels — in place and readable.
- All four feet sit firmly on the ground.
Extension ladder inspection checklist
- Feet and shoes — pads intact, shoes pivot freely and aren’t damaged.
- Rails and rungs — nothing bent, bowed, cracked, split, or torn.
- Rung locks — clear of debris, flippers present and undamaged, locks engage cleanly over the rung.
- Rope and pulley — rope secured to the fly section, not frayed, and gliding freely.
- Labels — in place and readable.
Tip: Never climb a ladder with spills, drips, or debris on it. OSHA’s 1926.1053(b)(2) says ladders must be free of oil, grease, and other slipping hazards — and a slick rung is the kind of thing you don’t notice until your boot is already sliding.
Handling and storage
Most ladder damage happens off the clock. Transport ladders on a rack with proper restraints so they don’t rattle and vibrate. Don’t drop them when loading, don’t drag them across the ground, and never carry an extension ladder extended. Long ladders are a two-person carry. Lubricate moving parts lightly with silicone spray, keeping it off the standing and gripping surfaces, and store ladders supported along their length with nothing stacked on top.
Climbing rules that apply to every ladder
These come straight from 1926.1053(b) and from decades of incident reports:
- Face the ladder going up and coming down, and keep at least one hand on it at all times.
- Don’t carry loads that could make you lose your balance. Use a tool belt or a hoist bucket and rope.
- Don’t overreach. Keep your belt buckle between the rails. If you can’t, climb down and move the ladder.
- Never move, shift, or extend a ladder while someone is on it (1926.1053(b)(11)).
- Use the ladder only for what it was designed for — no cutting on a ladder, no bridging two ladders into a plank.
If your work involves a lot of overhead reaching, a platform ladder with a guardrail cuts fatigue and reduces overreaching. If two people need to be up at once, only a twin-step model is built for it, and the duty rating applies per side.

OSHA’s 1926.1053(b)(13) bans using the top or top step of a stepladder as a step. If the work is out of reach from two steps down, the answer is a taller ladder or a different style, not a taller stance.
Extension ladder setup
Setting up an extension ladder is a sequence, and skipping a step is how people get hurt.
- Look up first. Check for overhead power lines before you raise anything — even indoors.
- Lay the ladder down with the base section (the one with the feet) on top of the fly section, end caps away from the building.
- Walk the ladder up against the base of the building, or have someone foot the bottom.
- Standing between the ladder and the wall, grip the base section rail and raise the fly with the rope and pulley until the rung locks engage on both sides.
- Set the angle: 1 foot out for every 4 feet up, measured from the base to the upper support point. This is OSHA’s 1926.1053(b)(5)(i).
- Quick check: toes against the rails, arms straight out, palms should land on the rung at shoulder height.
- Confirm the fly section is in front of the base on the climbing side, both rung locks are engaged, and both end caps rest on the structure with at least 12 inches of solid support on each side.
- Secure the ladder — tie off the top, have someone foot it, or both. On penetrable ground use spur plates; on uneven ground use an OSHA-compliant leveling device, never a block of scrap.
Remember: Accessing the roof? The rails must extend at least 3 feet above the landing (1926.1053(b)(1)). Not stepping off? About 1 foot above the edge is enough. Overextending is its own hazard — the ladder can slide or kick out.
The highest safe standing level on an extension ladder is four rungs from the top. And never reposition or readjust a ladder from the roof — pulling on it from above can pop the fly section loose and leave you no safe way down.
For utility and pole work, accessories like cable hooks, V-rungs, ladder cinches, ladder lashes, and levelers turn a marginal setup into a secure one. Field-installable levelers in particular solve the uneven-ground problem without improvising.

What is the 4 to 1 rule for extension ladders?
For every 4 feet of ladder length from the base to the upper support point, the base should sit 1 foot away from the wall. OSHA writes this into 29 CFR 1926.1053(b)(5)(i). Too steep and the ladder can tip backward; too shallow and the feet can kick out.
How far should a ladder extend above a roof?
